Along the Volga river near the NE coast of the Caspian Sea was massively important city of Khamlij (known as Atil from the 10th century on). On the other side of the Volga river was Khazaran. These cities became one over time, functioning as focal points of different aspects of either commerce, government, et cetera.

The palaces of Khagan & Bek
On the Volga river between the cities of Khamlij & Khazaran (both of which became Atil) was an island with the Khazari palaces of Khagan and Bek.
